    Wow...powerfully evocative, this one!
    He has really worked to find that resolution...has put forward his best ideas...so now all he can do is await a (hopefully) positive response.
    There is an expression of "Come on guys, I've tried hard...now it's up to you to give too!"

      Do like this interpretation and the conversation.. He has tried hard. But notice also there is the staff, if all else fails.
