    They desperately want to move out into the open...but they cannot be seen by unbelievers.
    It is forbidden territory...until after nightfall...

    maybe they haven't hit the fall hard enough that they are not sure the answer is the Islands of Solitudes, stay off because they may think that the more people, the safer you are, that's a fantasy with often severe consequences, but I can still being who I am wonder I can also pull it through , 99&% of the time I think so, but a seed of doubt remains

      I think you are getting close to where I was going with this.. To many can be an obstacle, especially in the Islands Off Solitude.
